The first way to get a boat is through The Great Expedition: Oquilla’s Eye questline. This is a long questline that will result in several rewards and tons of experience. Through this chain of quests, you will get two different ship licenses. After finishing the first quest, you will be rewarded with the Bartali Sailboat license.
