The way I have always understood it is that you can send workers to work at any node/workshop in any city, but they are permanently bound to the town/city they are hired from.. In other words if you hire a worker Viela you can send him to work in a workshop in Heidel but he’ll run all the way back to Viela when he’s done.

The interface shows you the available workers that can work on the production node. Select a worker then make sure to click the “Change” button. This is where you can set how many times you want the worker to work on the node before stopping. Always make sure to put this to the maximum amount, then click “Start Work”.
