Basically I don’t think you can skip it Its in the patch notes that you can but it wouldn’t be the first time r* announced something without implementing it. If they did, my money is on pressing a button to skip during a two second window at the start of the title sequence prompted by a tiny indicator in a corner of the screen.
As far as I know, you get an alert screen asking whether you would like to skip tutorial or not. Considering you’ve already started your tutorial, you’ll have to go on character selection screen and delete the character you already have (you will loose all the progress and things you own online) and create a new one, then choose the desired option on tutorial alert screen.
